such other duties as may be required by the rules and regulations. He shall also be ex-officio a member of all committees.
ARTICLE V.—Vice-Presidents.
In the event of a vacancy in the office of President, or during his absence or inability to act, the duties and powers of President shall devolve upon the Vice-Presidents in order.
ARTICLE VI.— Secretary.
The Secretary shall keep accurate minutes of the proceedings of the Board and preserve all papers and records. He shall send a notice of every meeting of the Board to every member at least one day previous to the time fixed for meeting, and shall notify the chairman of every committee of his appointment as such, with the names and object of the committee, and shall notify on the first of each month the two members of the Inspection Committee for that month.
ARTICLE VII.—Treasurer.
The Treasurer shall receive all moneys belonging to the Hospital, sign and endorse all checks and drafts, and make all deposits in such bank as may be designated by the Board of Governors. He shall keep a record of receipts and disbursements of the Hospital, and pay all bills that have been audited by the proper persons and whose payment has been authorized by the Board of Governors or the Executive Committee, or other committees specially authorized by the Board. His books shall always be open to the inspection of the Executive Committee. He shall give bond in such sum as may be decided by the Board, for the faithful discharge of his duties. He shall make a full and complete financial report annually for the fiscal year ending November 30th, and present this at the annual meeting of the Board. He shall be the custodian of all notes and other securities belonging to the Hospital.
ARTICLE VIII.—Meetings.
The annual meeting of the Board shall be held at the Hospital on the second Tuesday in December at 3 o’clock p. m.
